A player contacted me today that he could not get into his account and it was saying that his account was under review. No email from Niantic, the game was telling him this. He emailed Niantic. I asked all the usual questions. Come to find out a friend used his number to verify the his account. Niantic emailed back, saying this was the case and he explained and got his account back.
I know it has been said that you can use the same number to verify up to 2 accounts, but this is obviously not the case. He was lucky, but this may not be the case for others.
